ABOUT

As the former Executive Director of the Maryland Troopers Association, retired Captain and licensed CPA (1995), I believe I am an excellent candidate for Secretary/Treasurer.

I joined the MTA in 1979 soon after it was formed and have been an active member since then.  In 1991 I became a member of the Finance Committee after being asked to look into allegations of fraud within the MTA. In 1995, I was elected to the position of Treasurer and began accounting for and managing all financial activities of the MTA, working closely with the Executive Director, Finance Committee and Board of Directors. I was instrumental in finding fraud within the organization and streamlining organizational duties, saving the MTA thousands of dollars over the years.   

In 2014 I was elected to the Maryland State and Pension Retirement Board of Trustees to represent active and retired Maryland State Troopers.  The Board of Trustees oversees the entire operation and investment of $70 billion for the Maryland State Retirement and Pension system to ensure current and future pension benefits are secure for state employees.

  As Executive Director I worked continuously with every member of the Executive Board, Local Lodge Presidents, and Committee Chairpersons to manage all operational aspects of the MTA.  More importantly, I worked for all active and retired members, encouraging their involvement in the MTA whether by attending meetings in person or virtually.  My wife, Barbara, and I brought the MTA and store to graduations, conventions, softball tournaments, NTC picnics, MSP Alumni Association Road Dawg Rumble and many other events. My main interest and enjoyment have always been getting to know MTA members and bettering the organization for you.  It has been an honor and privilege and I look forward to continuing to serve.

·         4/2005 – 8/2005 Assistant Director of the MSP Budget and Finance Division.

·         2005 – 2013 Director of Administration and Finance for the Office of Administrative Hearings

·         2014 – 2015 Director of Administration and Finance for the Comptroller of Maryland

·         2016 – 2017 Supervisor for the MSP Internal Audit Unit

·         2017 – 2024 MTA Executive Director

·         2014 – Present Board Trustee on the Maryland State Retirement and Pension System

Financial Employment/Experience

Barbara and Rick received the 48th annual softball tournament 9-11 sportsmanship award for their continued service to the MSP softball tournaments.
