With over thirty years of dedicated service to the Maryland Troopers Association, Chris has shown unwavering commitment to supporting Maryland Troopers throughout their careers and into retirement. Beginning as Lodge 51 MTA President in 1992, Chris advanced through key leadership roles including Executive Board Treasurer-Secretary (1998-2002), Finance Committee Member, and MTA Vice President from 2002 until the 2003 election.
Chris has increased organizational sustainability by volunteering as Trooper Magazine Editor since 2010, maintaining this vital $65,000+ annual revenue source, and achieving 80-100% MTA membership sign-up rates through MSP Academy presentations. He secured $300,000 in legislative bonds ($100,000 in 2023, $200,000 in 2025) working with State Delegate Ken Kerr and lobbyist Chris Dews to renovate the MTA office in Pikesville.
His advocacy efforts include testifying in Annapolis for retirees on the Maryland handgun permit bill and organizing member transportation for legislative rallies. Chris has supported the National Troopers Coalition Picnic, MSP's 50-year softball tournament tradition, and the Road Dawg Rumble for MSPAA and MSP Museum. Through the National Troopers Coalition, he supported the successful decade-long effort to repeal the Windfall Elimination Provision, contributing to the Social Security Fairness Act signed by President Biden on January 5, 2025. Chris' leadership reflects a deep understanding of both MTA operational needs and the evolving challenges facing Maryland State Police and retirees.

Achievements and Work History
1992-1998: After Jim Hagy retired, I became Lodge 51 MTA President and MTA Board Representative.
1998-2002: Executive Board Treasurer-Secretary - 1998-2011 Finance Committee.
2002: I was elected as MTA Vice President – subsequently was acting President into 2003. In 2003, Kirk Daugherty became President. During that time, Kirk was a great fit for the President’s position to serve our Association.
2003-2025: I served as Vice-President with Retiree President Kirk Daughtery and then President Sgt. Brian Blubaugh.
2010-present: I am editor of the Trooper Magazine: Former magazine editor Bill King retired in 2010 after 30 years as the Editor – nobody wanted to be the editor so I volunteered. The Trooper magazine is a positive reflection on our membership and Association and it has positive revenue of $65,000-70,000 each year.
My Education
Bachelors of Science in Management from Johns Hopkins University.
Masters of Science in Management and Community Development from Johns Hopkins University.
Current Assignment
I am a full-time professor at FCC. Colleagues in my office report to each MSP academy class to help the candidates achieve their Associate of Arts in Police Science degree. My role is to teach first and second year students Criminal Justice, Emergency Management, and Criminology courses and help them pursue a career or transfer to a 4-year University. Just as when I was assigned to the MSP Academy staff from 2001-2006 and taught Candidates, I really like the energy our young candidates and young college students bring to the academic atmosphere.

WEP/GPO Repealed
On January 5, 2025, President Joe Biden signed the Social Security Fairness Act, marking a monumental win for public employees nationwide. This long-awaited legislation repeals the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO)—policies that unfairly reduced Social Security benefits for millions of teachers, firefighters, nurses, police officers, and other public servants for more than 40 years.
All retirees got a bump up in their Social Security in 2025 when the Windfall Elimination Program (WEP) was repealed by Congress. This took more than a decade. The MTA is a member of the National Troopers Coalition (NTC), the MTA kept pushing and supporting this legislation. Past President Kirk Daugherty, current President Sgt. Brian Blubaugh, NTC representative Sgt. Rob Johnston, and the Board of Directors kept pushing for this repeal. Thank you to all the retired Troopers who emailed their Congressional representatives, and congratulations to all current and future retirees for the bump in your social security benefit.
MTA Achievements and MTA Involvement
MTA Building Legislative Bond for $300,000 dollars: In 2022 I met with State Delegate Ken Kerr about opportunities to help renovate our MTA office in Pikesville. Delegate Kerr provided me the contacts for the Legislative Bond Program. I collaborated with our Lobbyist Chris Dews of Cornerstone to obtain sponsorship support from Baltimore County Senator Hettlemen and Delegate Cardin on the first $100,000, and Senator Hettleman again, along with Delegate Stein to sponsor the $200,000 bond. These funds were used by the Board to pay for the interior and exterior renovations to the MTA office and store.
NTC Volunteer: In 2016 and 2024, volunteered before, during and after the National Troopers Coalition Picnic at Sandy Point State Park. The MTA did well in 2016 by making about $15,000 profit on this event, but in 2024, attendance was down and the MTA lost about $13,000. Overall, these were successful NTC events.
MSP Softball Tournaments: Attended and volunteered at our softball tournaments. In 2025, we honored Lt. Ken Harry who was dedicated to this MSP family event which has lasted 50 years, thanks to Retiree Jim Hagy who started this event in 1975!. Jim Hagy was also honored with the 9-11 Award. We need to continue to supporting these annual events for our members.
2023: Testified in Annapolis for MTA retirees on the MD handgun permit bill. I met with Delegate Gary Simmons on Md Handgun bill then I testified in Annapolis on behalf of the MTA. Assisted Executive Director Rick Norman organize a rally and committee testimony regarding the Retirees Prescription Legislation in support of the Prescription Lawsuit.
Road Dawg Rumble for MSPAA and the MSP Museum – Supported and Volunteered at each event. I’ve collaborated with MSPAA throughout the years including supporting the MSP Museum project.
Grow and retain Membership: Presented to the MSP Academy class to join the MTA. This has been very successful with typically 80-100% of the class signing up to be MTA members. Photo of class 159.
Female Trooper Statue Committee: We (Sgt. Adams and TFC Lawrence, and I) started in 2023 a “Female Trooper Statue” project. We need to finish this project, and begin production in 2026. Then, in late 2026, start a male Trooper statue project since we can no longer purchase the male Trooper statues from the artist since he has passed away.
MSP Polar Bear Plunge: After plunging for more than a decade, I volunteered for an “inside job.” I was one of several MTA members representing the MTA at the Polar Bear Plunge “Call Center” at WBAL. We arrived at 0500 and took donations throughout the morning. Several of our regular volunteers have passed, but their memory lives on.
